RECOMMENDED ACTION (Motion):
Staff recommends that the City Commission approve the IGA between the City of Oregon City and Clackamas County for Oregon City Enterprise Zone management
 
BACKGROUND:
The City of Oregon City Enterprise Zone was designated on December 16,  2014.  Part of the requirement of enterprise zone designation is zone management and identification of a zone manager.  The Oregon City Economic Development Department is partnering with the Clackamas County Business and Economic Development Department to co-manage the enterprise zone for Oregon City until the expiration of the zone in 2025 due to Oregon City's limited resources.  There will be a designated Oregon City Enterprise Zone manager from the County as well as from the City.  Fees collected from Zone activities will be divided by a 70% - 30% ratio respectively, which is based on the respective levels of management responsibility.  The parties in this IGA recognize that the Zone is an Oregon City program and is subject to the administrative discretion of the City.   
 
The Intergovernmental Agreement for Oregon City Enterprise Zone Management is attached for review and approval by the City Commission.  Once the IGA has been approved, enterprise zone activities can commence.
