RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute the personal services agreement with Tetra Tech, Inc. in the amount of $92,329 for design, engineering, and bid phase services to complete the 12th Street, 13th Street and Division Street Sanitary Sewer (Moratorium) Improvements Project.

BACKGROUND:
The City recently completed and adopted the 2014 Sanitary Sewer Master Plan update. The Master Plan recommends specific projects for inclusion in the sewer collection system Capital Improvement Program (CIP). These projects will ensure that the sewer collection system continues to provide adequate reliable service to Oregon City customers. The new Master Plan also identifies areas with current system capacity concerns, build-out capacity concerns, and areas within the system most likely to have leakage or other types of problems.

As a result, the City has since adopted a sanitary sewer moratorium for four existing flow-constrained areas in Oregon City because the pipe systems experience sanitary sewer surcharging during peak flow conditions.

On January 7, 2015, the City Commission established a short list of five consulting engineering firms to perform civil and environmental engineering and related professional services for projects involving the planning, construction, reconstruction or rehabilitation of utility infrastructure facilities and to otherwise assist the City in completing selected engineering and capital improvement projects. Tetra Tech, Inc., is one of the five shortlisted firms.

Staff has negotiated a scope and fee to complete the design and engineering work for the 12th Street, 13th Street and Division Street Sanitary Sewer Improvements Project. Authorization to proceed with this scope and fee will ensure efforts to help resolve certain capacity limited areas proceed through the design and bid process.
