RECOMMENDED ACTION (Motion):
The Planning Commission recommends approval of the introduction of Ordinance No. 14-1012, adopting the Oregon City Sanitary Sewer Master plan update as an ancillary document to the Oregon City Comprehensive Plan.
 
BACKGROUND:
Following a public hearing, the Planning Commission voted 7-0 to recommend approval of the SSMP Update (Planning File LE-14-02) on September 8, 2014.
 
The City and engineering consultants Brown and Caldwell have been working to complete the update, which has turned out to be more of a new sewer master plan than an update. The new master plan identifies areas with current system capacity concerns, build out capacity concerns, and areas within the system most likely to have leakage or other types of problems. Specifically, the plan is a detailed assessment based on a variety of information and analysis.
 
The plan also provides the City with a detailed understanding of necessary capital improvements, system rehabilitation and replacement recommendations, the cost of the improvements and program recommendations, and recommendations for best management practices. In particular, as a result of the plan and modeling results the final plan will include a supplementary discussion of the impacts of development and redevelopment on the city-wide system.
