RECOMMENDED ACTION (Motion):
Award the Public Improvement Contract to Bateson Enterprises, LLC in the amount of $349,900 for construction of the Barclay Hills Sewage Pump Station Improvements Project.

BACKGROUND:
The Barclay Hills Pump Station, located at 17881 Peter Skene Way, was originally built in the early 1970's with the surrounding Barclay Hills development. In the early 1980's it was expanded to include service for more development. The pump station currently serves approximately 172 houses and 2 multi-family apartment complexes with a total of 220 units.

In 2011, the pump station had a major control system failure. After that failure, the control system was upgraded to improve its reliability. An engineering study conducted in 2012 documented a number of other deficiencies at the pump station. The study recommended correction of the deficiencies to decrease the potential for another sewage backup and bring the facility into compliance with the Oregon City Public Works Department and the Oregon Department of Environmental Quality (DEQ) standards. The recommendations included adding additional backup pumping capability, constructing an overflow pipe to direct any future sewage spills away from private property in the event of future failures, and improving personnel access to critical electrical equipment.

This project includes improvements to the existing pumps, pump motors, associated piping, wet wells, electrical and overall site and site operations. The improvements will also include a 120-square foot utility shelter and a pump station overflow pipe.

In accordance with City and State contracting procedures, this project was advertised publicly and on Tuesday, April 8, 2014, Oregon City Public Works opened bids. Four bids were received with the lowest responsive and responsible bid being submitted by Bateson Enter...
