Resolution No. 20-21, Extending the State of Emergency Declaration in Oregon City due to the COVID-19 Pandemic

RECOMMENDED ACTION (Motion):

Staff recommends approval of Resolution No. 20-21, which will extend the State of Emergency Declaration to August 6th, 2020 due to the COVID-19 Pandemic.

 

BACKGROUND:

The rapidly changing COVID-19 event continues to impact the Oregon City's community and daily operations of the City. Clackamas County is currently in the first Phase of three of the State's Reopening Oregon plan, which has allowed some businesses in the County to reopen. In response to the pandemic, a limited number of City facilities will partially open the week of June 15th while other facilities continue to remain closed to the public.

 

Oregon City staff is recommending to extend the State of Emergency so that staff can continue to work with federal, state and local agencies in a coordinated effort to reduce the spread of the COVID-19 virus in our community and throughout the region. As of June 9th, 2020 there have been 4,988 confirmed cases of COVID-19 in the State of Oregon and 165 deaths. There have been 393 confirmed cases in Clackamas County and 13 deaths. This is NOT a "public health emergency" declaration.  This declaration enables the City to streamline resources, staffing, and establish emergency policies and protocols to respond to the pandemic.

 

Staff prepared this Resolution with the end date of August 6th, 2020, the Commission can review the emergency declaration at the August 5th, 2020 City Commission meeting and choose to extend the declaration again or leave the end-date in place. The Commission approved the initial Emergency Declaration resolution (Resolution No. 20-08) on March 27, 2020.  The Emergency Declaration was extended on May 6, 2020 (Resolution No. 20-13).

 

OPTIONS:

1. Approve the extension of the State of Emergency to August 6th, 2020

2. Deny and do not extend the State of Emergency.
