RECOMMENDED ACTION (Motion):
Move to adopt Resolution No. 20-20, A Resolution Adjusting the Threshold Amount for Reimbursement District Eligibility.
BACKGROUND:
Oregon City Municipal Code (OCMC) Chapter 3.20 provides a developer the option of creating a reimbursement district when they build infrastructure larger than what is required for their specific development. For example, they may build a water line from the City main to their new housing development, but it travels past several properties that they do not own. The reimbursement district allows the developer to collect payment from those other property owners when those property owners connect to the water line at some point in the future. The City acts as the conduit to calculate prorated cost amounts, track connections, collect money and reimburse the original developer.
There is a “threshold amount” that must be exceeded before the City will allow the reimbursement district. Ordinance 00-1004, enacted on February 2, 2000, codified in OCMC 3.20.030 that “the initial threshold amount shall be twenty-five thousand dollars and shall be adjusted annually by resolution of the City Commission, each July 1st by a factor equal to the Consumer Price Index.” Adoption of this resolution adjusts the threshold amount by approximately 2.6%, based on the CPI-U (urban consumers in the Pacific Region), to $39,800.
