RECOMMENDED ACTION (Motion):
Staff recommends that the City Commission approve the Intergovernmental Agreement between Oregon City and the City of Happy Valley.
 
BACKGROUND:
With the fluctuations in development and construction activity in the Greater Portland Metropolitan Area the parties have experienced variations in demand for Building Inspections and Plan Review Services.  In addition, internal staff re-assignments and existing staff resources has resulted in a need to seek additional inspection and review resources as demand increases.  The proposed IGA will allow the parties to share experienced staff, which is more cost effective than independently hiring additional staff that may not be sustainable due to the continued volatility of residential and commercial development.
 
$45,000 was budgeted in fiscal year 12-13 and $90,000 in the 13-15 biennium for service contracts to support the additional resources.  The proposed IGA was reviewed by the Assistant City Attorney and the Community Development Director.  The IGA was approved by the Happy Valley City Council on May 7, 2013.
