Oregon City Transportation System Plan Update: Planning Files L 13-01 & L 13-02

RECOMMENDED ACTION (Motion):
Staff recommends that the City Commission take public testimony and then continue Planning Files L 13-01 and L 13-02 to the June 19th, 2013 City Commission meeting.
BACKGROUND:
At the May 15th, 2013 City Commission meeting the Transportation System Plan Update was discussed, including the mobility standards on the State facilities and the potential impact to the City's Transportation System Development Charges (TSDCs). The Commission requested additional information concerning the existing TSDCs, the TSDCs of other jurisdictions and examples of the impact of any potential TSDC increase. In addition, Staff is continuing to explore the impacts of the State facility mobility standards and the best option to move forward and adopt as part of the Transportation System Plan and Municipal Code Update. Additional time is necessary to fully understand the impacts of the State facility mobility standards and a recommended alternative. The Transportation System Plan is tentatively scheduled to be discussed at the June 11th, 2013 City Commission work session.
