The Shared Financial Services Unit of the Oregon Department of Administrative Services is responsible for certification of eligibility of cities for state shared revenues derived from cigarette, liquor, and highway taxes under ORS 221.760.

The law provides that cities located within a county having more than 100,000 inhabitants, according to the most recent decennial census (2010), must provide four or more of the following municipal services to be eligible to receive the revenues.

3.      Street construction, maintenance, and lighting
4.      Sanitary sewer
5.      Storm sewers
6.      Planning, zoning, and subdivision control
