RECOMMENDED ACTION (Motion):
New painting, signage and lighting generally do not trigger a formal Historic Review for designated structures and generally do not fall under the definition of major public improvement.
However, the elevator is a major historic icon for the city and some type of historic review nevertheless , seemed appropriate. A very tight painting window from late August to early
September, additionally predicated the need to present at the May meeting to allow time for permitting and contracting.
 
This meeting is intended to allow the Historic Review Board an ability to review the application and provide direction/consent to the City Commission. The consultant team presented the

BACKGROUND:
The City of Oregon City in conjunction with the Clackamas County Arts Alliance, Main Street Oregon City and Metro have recently received a National Endowment for the Arts (NEA) grant to artistically illuminate the City's historic municipal elevator. In preparation for this art installation, Metro, in consultation with the City of Oregon City and the Main Street Oregon City, has hired DAO Architecture to address various historical and architectural issues associated with preparing the facility for this art installation. These issues include: historically appropriate lighting improvements, signage, proposed methods for cleaning and prepping the facility for painting, a historically consistent color palette and estimated project cost. This presentation will outline the recommended alternative.
