RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute Amendment No. 3 to the Personal Services Agreement (PSA 16-022) in the amount of $119,035.13 with C&R Reforestation to provide one (1) additional year of landscaping services for the Stormwater Division of Public Works.

EXECUTIVE SUMMARY:
Oregon City is responsible for a variety of ongoing landscape maintenance sites including approximately 149 sites encompassing 33 acres of detention ponds, open space, planters, and swales. This decision to proceed with another year of maintenance services with C&R Reforestation generally includes the sites needs from last year with a couple minor adjustments and it also incorporates a CPI increase of 3.08%.

BACKGROUND:
In 2016 the City solicited proposals from qualified landscape maintenance service providers and seven proposals were received and reviewed by staff and a contract was awarded to ValleyScapes, Inc. However, the City chose to terminate the contract with ValleyScapes, Inc. effective September 7, 2016 due to problems with their ability to complete the work. The City executed a landscape maintenance service contract with the second highest scoring contractor, C&R Reforestation, for the remainder of the two-year term (nineteen months) and they have performed acceptably ever since.

The bid solicitation and the contract entered with C&R Reforestation stipulates that after the original contract duration, the contract could be extended for up to three (3) additional one-year terms. The current Stormwater Division contract amendment expired on April 30, 2020, and Public Works Department would like to exercise the right to extend the contract for one more year.
