Community Investment Initiative: Development-Readiness Pilot Program Final Report

RECOMMENDED ACTION (Motion):
Staff Recommends that the City Commission consider the Development-Readiness Pilot Program's Final Report Presented by the Community Investment Initiative Team
BACKGROUND:
The City of Oregon City was chosen earlier in the year as the pilot jurisdiction to work with the Community Investment Initiative (CII) Team to pilot the Development-Ready Communities program. In summary, the program focuses on assisting communities in identifying strengths and weaknesses as they relate to the development readiness of a municipality. A detailed description and presentation of the program was presented to the City Commission at the regularly scheduled March 12, 2013 work session. As part of the program, Oregon City provided input along with general input from private and non-profit development professionals in an effort to create a development readiness diagnostic tool. The intent is for this tool to serve as a guide for municipalities throughout the metropolitan region for establishing processes that incorporate heightened levels of predictability and efficiencies for the development community while continuing to uphold the intent of local regulatory standards. Once a set of indicators were identified and a diagnostic tool was drafted, Oregon City staff also provided information specific to Oregon City in response to the actual indicators within the tool. Additional information about the Development-Readiness Diagnostic Tool and the feedback provided as part of this effort will be presented to the City Commission at the June 19, 2013 City Commission meeting (report attached). This will be the final step in the Development-Readiness Pilot Program.
