RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute a Contract Agreement with D & T Excavation, Inc. in the amount $742,243.00 to complete the Clairmont Way Waterline Replacement and Pavement Rehabilitation project.

BACKGROUND:
A Five Year Pavement Maintenance Plan was completed in 2011 to help guide City staff with the management of future pavement maintenance needs. Clairmont Way between Molalla Avenue and Meyers Road was identified as a roadway segment that needed to be reconstructed. Additionally, Clairmont Way between Berta Street and Meyers Road was identified as a capital improvement project (CIP-7) in the 2012 Water Distribution System Master Plan needing a new 10" waterline.

In February of 2013, the City contracted with Harper Houf Peterson Righellis Inc. (a consultant on our short-list of prequalified engineering consulting firms) to design the project and prepare contract documents. Because of funding limitations in both the Water Fund and the Pavement Maintenance Utility Fee (PMUF) Fund, the project was scaled back to be done over two construction seasons reducing the current project limits on Clairmont Way to the section between Berta Drive and Autumn Lane. An engineer's estimate to complete the work was provided in the amount of $815,559.00.

In accordance with City and State contracting procedures, an invitation to bid was solicited from qualified contractors for the Clairmont Way Waterline Replacement and Pavement Rehabilitation Project and published in the Portland Daily Journal of Commerce. Seven bids were received with the lowest responsive and responsible bid being submitted by D & T Excavation, Inc. The list of bidders and their bid amounts are provided below:
