Heritage Tree Code Amendments.

RECOMMENDED ACTION (Motion):
Consider the latest amendments to the Heritage Tree Code.
BACKGROUND:
The attached code amendments include the recommendations made by the NRC at the March 13, 2013 meeting.
The main changes in this version include:
- Inclusion of processing timelines for completeness review, NRC review, and City Commission review of the nomination.
- Removal of the criterion (suggested by staff, based on Planning Commision / NRC worksession) that would have disqualified a proposed nomination if the subject property on which the tree or trees is located are the subject of a submitted or approved land use application; and
- Removal of the requirement that the nomination form for heritage tree or grove designation on public property be signed by the City Manager. Staff had suggested this as a processing measure, not as a criterion for designation, however there may have been some misunderstanding about it's intent, so it has been removed.
