RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute the Contract Agreement with S-2 Contractors Inc. to provide construction services to complete the 2013 Pavement Improvements Project (CI 13-003).
 
BACKGROUND:
In accordance with City and State contracting procedures, an invitation to bid was published in the Portland Daily Journal of Commerce on April 3 and 5, 2013, soliciting bids from qualified contractors for the 2013 Pavement Improvements Project.
 
The work authorized by this contract is a component of the City's annual roadway maintenance program funded through the City's Pavement Maintenance Utility Fee (PMUF).  This year's project includes six roadway segments with work ranging from a thin overlay to total roadway reconstruction (see attached project map).  It also includes some minor storm drainage work.
 
On Tuesday, April 23, 2013, Oregon City Public Works opened bids for the above referenced project.  Five bids were received with the lowest responsive and responsible bid being submitted by S-2 Contractors Inc.  The list of bidders and their bids amounts are listed as follows:
