Personal Services Agreement with Wallis Engineering for the 2019 Annual Pavement Maintenance Roadway Reconstruction Program

RECOMMENDED ACTION (Motion):

Authorize the City Manager to execute a Personal Services Agreement with Wallis Engineering for the Oregon City 2019 PMUF Program Design and Bid Phases Services in the amount of $90,339.76.

 

BACKGROUND:

The City has established a list of preferred transportation engineering firms to provide engineering services such as creating bid documents for the City’s annual PMUF program. The Public Works Department has chosen Wallis Engineering to perform the professional services associated with this year's roadway reconstruction bid document. 

 

Staff have reviewed anticipated expenditures needed to fund other project costs (Molalla Avenue Phase III and Meyers Road Extension) and determined that sufficient funds exist to complete a smaller PMUF project this year.  Streets planned for improvement include roadways with no existing sidewalks precluding the need for reconstruction of accessible sidewalk corner ramps and as such would require less time to obtain the detailed surveys and more intricate designs. The project streets for 2019 have been compiled using the City’s 2015 Five Year Paving Plan and will be analyzed by Wallis Engineering for finished design. Wallis Engineering has been given a budget of $750,000 (including their fee) to determine the final scope of the 2019 PMUF project. Furthermore, Wallis Engineering will create bid documents and assist the City with selecting a contractor for 2019.
