RECOMMENDED ACTION (Motion):
Staff recommends that the City Commission approve the first reading of Ordinance Number 13-1002 for Planning file L 13-01, the Oregon City Transportation System Plan, based on the findings within the staff report.
 
 
BACKGROUND:
The Transportation System Plan (TSP) provides a long term guide for transportation investments into an equitable and efficient transportation system.  Over the past year, City staff has been working with the community to evaluate the current transportation system and outline policies and projects to protect and enhance the quality of life in Oregon City.  The plan guides development and management of a multi-modal transportation system until 2035.  The document reflects updated population growth forecasting, changes in land use planning, Urban Growth Boundary (UGB) expansions and compliance with required regulations.  The proposed amendments to the Oregon City Municipal Code will implement the updated Transportation System Plan (Ordinance No. 13-1002, Planning file L 13-01).
 
Development of the Transportation System Plan and associated code amendments included a variety of public involvement strategies such as three (3) Technical Advisory Team meetings, four (4) Stakeholder Advisory Team meetings, four (4) Community Meetings and other tools identified in the Transportation System Plan Public Outreach Plan (Exhibit 3).  The Planning Commission held three (3) work sessions and three (3) public hearings before unanimously recommending approval to the City Commission.  The plan incorporates the comments from the public, Planning Commission and City Commission.
