RECOMMENDED ACTION (Motion):
Staff recommends the City Commission approve Resolution No. 13-12 formally recognizing the Two Rivers Neighborhood Association (TRNA).  
 
BACKGROUND:
The Two Rivers Neighborhood Association held its first meeting on February 28, 2013.  The residents and business owners in this area elected officers, adopted bylaws and approved the name "Two Rivers Neighborhood Association."  They have since submitted a letter requesting the neighorhood association be formally recognized by the City of Oregon City (letter and bylaws attached).  They look forward to participating in the development and growth of this important area of Oregon City.
 
Staff is bringing forth Resolution No. 13-12 which includes Exhibit A, an agreement between the City of Oregon City and the Two Rivers Neighborhood Association (TRNA).  The agreement affirms the City Commission's direction at the January 8, 2013 and May 7, 2013 Work Sessions to provide criteria and guidance for the operation of NAs and to maintain the associations' autonomy as a legitimate source of public input on land use and other recommendations.
