Second Reading, Ordinance No. 12-1007, of the Oregon City Municipal Code Amending Chapter 8.20 Related to Solid Waste

RECOMMENDED ACTION (Motion):
Staff recommends approval of the second reading and adoption of Ordinance No. 12-1007.
BACKGROUND:
The ordinace has not been amended to recognize enforcement practices. The recommended action would:
· Create a definition for "small volumes"
· Recognize business license issued through METRO
· Separates gardeners, landscapers and grounds keeper from construction contractors
· Ordinance is easier to understand, enables code enforcement to easily explain the ordinance.
· Commercial accounts remain with the franchise, ensures the waste is disposed of at METRO, results in percentage of tipping fee returning to the city
· Reduces the number of large commercial vehicles traveling thru Oregon City, reduces congestion and pollution
The City Commission approved the first reading of the ordinance at its meeting on August 15, 2012.
