Personal Services Agreement between the City of Oregon City and Walker Macy for the Willamette Falls Legacy Project Visioning and Master Plan Project

RECOMMENDED ACTION (Motion):
Staff recommends approval of the Personal Services Agreement with Walker Macy for the Willamette Falls Legacy Project Visioning and Master Plan and authorization for staff to spend up to $75,000 on identified scope items prior to receiving formal approval of the Construction Excise Tax grant funds.
BACKGROUND:
The terms of both the Collaborative Planning Agreement and the Clackamas County IGA stipulate that funds shall be executed within 10 days of receiving full funding for the project. It is anticipated that Metro will announce CET finalists in mid July. Staff anticipates returning to the City Commission with an IGA soon after to fully fund the Visioning and Master Planning project. In order to meet the aggressive time line for the public involvement, application preparation and Planning Commission hearing date, staff requests the City Commission authorize expenditures of up to $75,000 on identified scope items prior to receiving approval of the anticipated CET grant funds. Any deviation to the final grant award which affects the budget will be brought back to the City Commission for further direction.
