RECOMMENDED ACTION (Motion):
Staff recommends the City Commission approve the second reading and adoption of emergency Ordinance No. 12-1008. If the vote is unanimous, the ordinance will have an immediate effective date. If the vote is not unanimous, but approved, the effective date will be 30 days from date of adoption.
 
BACKGROUND:
Local governments that wish to include an impartial, simple and understandable statement explaining an initiative or referendum approved for a ballot may do so only if an ordinance requiring the submission of such a statement has been approved by the governing body. The statement is limited to 500 words. The Oregon Administrative Rules No. 165-022-0040 provide this requirement.
 
The City Commission approved the first reading of the ordinance at its special meeting on August 28, 2012.
