RECOMMENDED ACTION (Motion):
Staff recommends approval of the first reading of Ordinance No. 12-1007.
BACKGROUND:
The ordinace has not been amended to recognize enforcement practices. The recommended action would:
· Create a definition for "small volumes"
· Recognize business license issued through METRO
· Separates gardeners, landscapers and grounds keeper from construction contractors
· Ordinance is easier to understand, enables code enforcement to easily explain the ordinance.
· Commercial accounts remain with the franchise, ensures the waste is disposed of at METRO, results in percentage of tipping fee returning to the city
· Reduces the number of large commercial vehicles traveling thru Oregon City, reduces congestion and pollution
