RECOMMENDED ACTION (Motion):
Staff will present information to the City Commission on the impacts of the mobility standards at State facilities and seek guidance from the Commission on how to proceed in conjunction with the Transportation System Plan and associated Municipal Code update.
 
BACKGROUND:
The Transportation System Plan (TSP) provides a long term guide for transportation investments into an equitable and efficient transportation system.  Over the past year and a half, City staff has been working with the community to evaluate the current transportation system and outline policies and projects to protect and enhance the quality of life in Oregon City.  The plan guides development and management of a multi-modal transportation system through 2035 and is implemented by the proposed amendments to the Oregon City Municipal Code.
 
At the May 15th, 2013 City Commission meeting the Transportation System Plan Update was discussed, including the mobility standards on the State facilities and the potential impact to the City's Transportation System Development Charges (TSDCs).  Staff will present additional information regarding this topic and seek guidance from the Commission on how to proceed.
