RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute the contract in the amount of $723,544.00 for construction with Elting Northwest Inc. for the 2020 Inflow Reduction Project (CI 19-017).

EXECUTIVE SUMMARY:
The Public Works Department has identified several stormwater catch basins around the McLoughlin and Rivercrest Neighborhoods that are connected directly to the sanitary sewer system, resulting in surface water flowing directly into the public sewer collections system. This contract for construction with Elting Northwest Inc. for the 2020 Inflow Reduction Project will provide the new facilities (piping and appurtenances) needed to divert area surface water into the public storm drain system.

BACKGROUND:
In December 2019 after an extensive amount of infiltration and inflow investigation work was completed around Oregon City, the City hired Wallis Engineering to provide design for the 2020 Inflow Reduction Project (CI 19-017). Inflow occurs when storm drainage is improperly piped into the sewer system. Unwanted storm drainage into the sewer unnecessarily increases the amount of wastewater in existing pipe networks which are already limited in capacity and increases the risk of sewage overflows, ultimately increasing ratepayer liability and costs. In some cases, this inflow can exceed the system capacity and back up into homes and businesses. This inflow also increases the amount of clean surface water that then needs to be treated at the treatment plant.

The project consists of disconnecting known sources of stormwater inflow from the City of Oregon City (City) sanitary sewer system and properly connecting them to the storm system, along with the improvements necessary to remove these sources.
