OPRD Local Government Grant Agreement-Rivercrest Park Restroom

RECOMMENDED ACTION (Motion):
Staff recommends Commission approval of the attached Local Government Grant Agreement, LGPL-12-06 for the Rivercrest Park Restroom.
BACKGROUND:
On April 4, 2012, the City Commission approved Resolution No. 12-08 authorizing the City of Oregon City to apply for a Local Government Grant from the Oregon Parks and Recreation Department for replacing restroom facilities at Rivercrest Park. The Community Services Department received notice in August that the City was awarded a grant in the amount of $150,000 from the Oregon Parks and Recreation Department (OPRD). The City will also provide a local match in the same amount of the grant, for a total project cost of $300,000. These funds were awarded through the OPRD Local Government Grant Program; a competitive grant process, which utilizes Measure 66 dedicated lottery funds for parks and recreation purposes in local communities throughout Oregon.
In 2005, the Commission authorized the City to apply for a Local Government Grant from OPRD for to replace an antiquated wading pool with a spray park, renovate the existing asphalt tennis and basketball courts, replace the surfacing and overlay the courts with acrylic playing surface. The City was awarded a $50,000 grant toward that project. The completion of the project came in May of 2007. The renovated and new park amenities have created higher use of Rivercrest Park, and have increased our need for a new restroom facility. The restroom, in its current state, does not meet our current demand.
The OPRD grant provides the opportunity to update the facility to accommodate ADA needs, provide changing rooms, increase restroom fixtures, includes mechanical housing for the spray park and improve storage needs. We will be incorporating the Oregon City High School Construction class' work on Wesley Lynn restroom design as a template for the Rivercrest Park Restrooms. The students of the class participated in the design, engineering and construction of Wesley Lynn restrooms with donated assistance from community businesses. We are excited to incorporate these volunteer efforts for the design work into another park facility. The design incorporates sustainable products and provides for an aesthetically appealing facility with durability factors.
The City plans to complete this restroom facility during the spring of 2013. The opening target date for the restroom is early June 2013.
