RECOMMENDED ACTION (Motion):
Staff recommend that the City Commission approve moving from Design Development Phase into Construction Documents Phase of the Library Expansion Project.  
 
 
BACKGROUND:      
The Library Building Project is prepared to move into the next phase of development and requests City Commission's approval to do so. This next step, moving into Construction Documents phase from Design Development phase, follows many months of effort, many meetings and a great deal of ongoing outreach to citizens. The Design Development phase took all of the great ideas, needs, and concepts gathered from citizens, support groups, staff, and other stakeholders, and further developed the conceptual plan into a building plans with a well-designed program, landscape and playground plan, and mechanical and structural components. Sections, elevations, typical construction details, and diagrammatic layouts of building systems were prepared to fix and describe the size and character of the project as to architectural, structural, mechanical and electrical systems, Design Development documents also include outline specifications that identify major materials and systems and establish their quality levels in general terms. Reaching 100% Design Development is an important milestone in that it provides the contractor, P&C Construction, much more detailed information allowing a deeper level of cost estimates to be prepared.
 
Since the City Commission approved the Design Development phase on January 21, 2015, the following project milestones have taken place:
- Playground equipment evaluation followed by meetings with Parks Department staff and landscape architect to discuss equipment possibilities; presentation to McLoughlin Neighborhood Association with playground proposal
- Design charrette with Energy Trust of Oregon and all systems professionals for ETO energy grant on February 3, 2015
- Historic Review process completed with Historic Review Board on February 24, 2015
- Connect with Cheryl Snow of Clackamas Arts Alliance to start public art process
- Two informational meetings at City Hall to attract local subcontractors to the project
 
The Land Use review process is ongoing; notice of the process has been posted and sent.
 
The Construction Documents created during this next phase will further develop the approved Design Development documents and will consist of drawings and specifications setting forth the quality levels of materials and systems and other requirements for construction of the project in great detail.
 
Another cost estimate will be prepared at the 50% Construction Documents stage in late May. Establishment of the GMP (Guaranteed Maximum Price) will take place in June. The Library Board and the City Commission will be updated about this progress regularly.
 
Upon successful preparation of the Construction Documents, the establishment of the GMP, and with the successful conclusion of the public review and permitting process, a request to proceed to construction will be made to the City Commission on July 15, 2015.
 
The Library Board has been informed about all progress and stages of the Building Project.  At this time, staff requests that the City Commission approve moving from Design Development into Construction Documents.
