Public Improvement Contract Award to Blackline, Inc. in the amount of $113,327.80 for the 2013 Oregon City Slurry Seals Project

RECOMMENDED ACTION (Motion):
Award the bid and authorize the City Manager to execute the Contract Agreement with Blackline, Inc. in the amount of $113,327.80 to provide construction services to complete the 2013 Oregon City Slurry Seals project.
BACKGROUND:
In accordance with City and State contracting procedures, an invitation to bid was solicited from qualified contractors for the 2013 Oregon City Slurry Seals project and published in the Portland Daily Journal of Commerce on April 8 and 10, 2013.
The work authorized by this contract is another significant component of the City's annual maintenance commitment funded through the City's Pavement Maintenance Utility Fee (PMUF). The kind of work included in the contract is preventive maintenance for streets. The condition of these streets is good, but all the streets show signs of age through limited pavement cracking and rough surfaces.
Without treatment, these cracks and rough surfaces will become more porous allowing water to compromise the subgrade and the road section would fail. The slurry seal re-establishes a surface layer of fine aggregate, portland cement, other mineral fillers, and emulsified asphalt, all of which recondition the pavement and add an estimated 5 to 7 years to the pavement life.
The required work involves 87,648 square yards of slurry seal material including street preparation, neighborhood notification, traffic control, material delivery, material application and final project cleanup. On Tuesday, April 30, 2013, Oregon City Public Works opened bids for the above referenced project. Three bids were received with the lowest responsive and responsible bid being submitted by Blackline, Inc. The bidders and their bid amounts are tabulated below:

*Bid submitted was for $124,971.84, however, bidder filled out bid schedule incorrectly so the City relied on "unit prices" to determine the bid total.
