Personal Services Agreement Amendment No. 2 with RH2 Engineering, Inc. for the Hazelwood Drive Sanitary Sewer Moratorium Project

RECOMMENDED ACTION (Motion):

Authorize the City Manager to execute Contract Amendment #2 with RH2 Engineering, Inc. (RH2) in the amount of $68,496.00, to continue developing the engineering design for the Hazelwood Drive Sanitary Sewer Moratorium Project.

 

BACKGROUND:

The City of Oregon City's Sanitary Sewer Master Plan (SSMP) became effective November 1, 2014. The Hazelwood Drive basin was one of the moratorium areas identified for development restriction until sewer system improvements were made. Completing construction of this sewer project will allow the Hazelwood Drive Sewer Moratorium to be lifted. Hazelwood is the last moratorium area currently enforced under the Public Facilities Strategy, which expires October 1, 2018. It is the City’s goal to have serviceable sewer improvements in place to lift the Public Facilities Strategy prior to October 1, 2018.

 

Initial Personal Services Agreement (PSA);  Phase I - Alternative Analysis and Preliminary Design

The City negotiated a fee proposal with RH2 Engineering Inc. for preliminary design services including surveying, video inspection of the sewer pipes, and evaluation of alternative construction methods on April 5, 2017. The preliminary design phase, which is nearly complete, will take the project to approximately a 30% level of design for much of the project and construction alternative recommendations in the more complicated alignment areas. It was anticipated when initially scoped that once a design alternative was chosen for the more complicated alignment areas, a scope for the final design documents would be submitted for approval.

 

Portions of this project are complicated by its alignment through private back yards and its proximity to Coffee Creek. During the preliminary design process, surveyed elevations were confirmed for a refined hydraulic model to verify the anticipated hydraulics of the system under full design storm conditions. Field reconnaissance and further modeling confirmed that major constrictions exist within the area of the project where the sewer runs through multiple backyards, between 923 Hazelwood Drive and 1012 Hazelwood Drive. Excavation work along Coffee Creek and in these complicated and confined quarters would be very costly and disruptive to residents along both sides of the creek.  Environmental impacts along the creek are thought to be significant assuming a dig and replacement kind of project.

 

PSA Amendment #1 - Additional Geotechncial and Environmental Review for "Area B"

Seeking other less disruptive options, the City requested that RH2 investigate alternatives for avoiding the back yard portion of the project by designing a new alignment in Hazelwood Drive, shown as “Area B” on the attached figure. Contract Amendment #1 was authorized in the amount of $18,315 to provide additional geotechnical investigation and commentary on pipe laying conditions in "Area B" for both a deep gravity pipeline alternative and a  pump station and shallow force main alternative.

 

PSA Amendment #2 - Additional Survey and Preliminary Design for "Area B" and Final Design of "Area A"

This decision to proceed with Amendment 2 is for the continuation of the preliminary design to final construction and bid documents for the portion of the project designated as “Area A,” while alternatives are finalized for the portion of the project in “Area B.”

 

Future PSA Amendment(s)

                     a) A final design amendment is anticipated, to cover the final design details of “Area B”, once the design alternative for that area is selected.  Final completion of "Area A" includes 100% complete plans, specifications, and bid documents.

                     b) A construction inspection and construction administration PSA Amendment is anticipated to be brought before the City Commission as the project nears the construction phase.
