Personal Services Agreement Amendment No. 1 with C&R Reforestation for the Landscape Maintenance Services for the Stormwater Division of Public Works (PS 16-022)

RECOMMENDED ACTION (Motion):

Authorize the City Manager to execute Amendment No. 1 to the Personal Services Agreement (PSA) in the amount of $107,565.12 with C&R Reforestation to provide landscaping services for the Stormwater Division of Public Works.

 

BACKGROUND:

Oregon City is responsible for a variety of ongoing landscape maintenance including approximately 132 sites and 42 acres of rights-of-way, street medians, facilities, water pump stations, and reservoirs. The City’s ongoing landscape maintenance projects can generally be categorized in these five types of properties:  Stormwater Division, Street Division, Water Division, Sanitary Division, and Urban Renewal.

 

The City’s previous landscape contracts reached the end of the original contract terms in April, 2016. The City solicited proposals from qualified landscape maintenance service providers beginning in March, 2016. A total of seven proposals were received and reviewed by staff. The two-year Street Division contract was awarded to ValleyScapes, Inc. April 20, 2016 to perform landscape maintenance services. However, the City chose to terminate the contract with ValleyScapes, Inc. effective September 7, 2016. The City entered into a landscape maintenance service contract with the second highest scoring contractor, C&R Reforestation, for the remainder of the two-year term (nineteen months).

 

The contract entered into with C&R Reforestation stipulates that after the original contract duration, the contract could be extended for up to three (3) additional one-year terms. The contract expires on April 30, 2018, and Public Works Operations would like to exercise the right to extend the contract for one more year. With this contract extension, an additional eight (8) landscape sites have been added at the request of the Public Works Stormwater Division. These eight (8) sites increase the overall contract amount by $8,280.00 per twelve-month period.

 

In addition, a 5.6% increase has been applied to the one-year Amendment to reflect a Consumer Price Index (CPI-U) adjustment which is a monetary increase of $5,265.12 per twelve-month period. This first Amendment to the C&R Reforestation contract for Landscape Maintenance Services for the Stormwater Division (PS 16-022), to include both the CPI-U adjustment and additional sites, is for one (1) additional one-year term for the amount of $107,565.12.
