Personal Services Agreement between the City of Oregon City and the Friends of Willamette Falls Media Center for a Community Media Center for Production and Channel Management

RECOMMENDED ACTION (Motion):

Staff recommends approval of the Personal Services Agreement for a two-year period in the amount of $147,000.

 

BACKGROUND:

On December 1, 2011, the City of West Linn provided notice of withdrawal from the Clackamas Cable Access Intergovernmental Cooperation Agreement, a joint venture with the City of Oregon City to support cable access to the community through Willamette Falls Media Center (WFMC).  To ensure continuity of operations for WFMC, an amendment to the IGA was signed by both parties in June 2012, allowing time for WFMC to obtain its non-profit status and transition to a new, independent entity - Friends of Willamette Falls Media Center.  The City of Oregon City continued to provide funding to FOWFMC through June 30, 2013.  During this transition year, the City evaluated its needed services and developed a scope of work.

 

In March of this year the City solicited quotes for cable services and received one response from the FOWFMC. The quote met the requirements of the scope of work and more, including studio access for the public, cable broadcast of City meetings, readerboard services, government channel access, production services, and maintenance and consultation.  The contract provides for all these services, and in addition, the City has requested additional service including:

 

*  Videography of all City board and committee meetings

*  Addition of cable broadcasting of the Citizen Involvement Council, City Commission Work Sessions, and Urban Renewal Commission.

 

The amount of the contract per year is $73,500, which provides a savings the first year of $18,648 as compared to the amount paid for the same services the past year.
