Train Depot Use Update (Amtrak Station)

RECOMMENDED ACTION (Motion):
Staff recommends that the Urban Renewal Commission (Commission) consider and accept the proposed use for the train depot.
BACKGROUND:
At the regular Urban Renewal Commission meeting on September 19, 2012 the Commission discussed a proposed use for the train depot located at 1757 Washington Street. The proposed concept consisted of a bicycle café/cycle tourism use with an Oregon City business showcase component. At that meeting, the Commission decided that more information about the proposed use was needed and directed staff to work with the business owner and other stakeholders to provide a more detailed business concept plan. It was requested by the Commission that this issue be revisited at a future Urban Renewal Commission meeting.
The potential tenant, Blane Meier, will be presenting details of his Concept Plan for First City Central Marketplace & Bistro (attached) to the Commission as requested. Highlights of the Concept Plan are as follows:
· An opportunity to showcase Oregon City businesses, products and services
· A significant tourism component
· Coordination with Clackamas Community College
· Promotion and encouragment of entrepreneurialism and business start ups
Approval of the Concept Plan by the Commission is desired before proceeding with the next phase of the project that includes tenant improvements to the train depot in accordance with the architectural design.
