RECOMMENDED ACTION (Motion):
Authorize the Mayor and City Recorder to execute the Intergovernmental Agreement (IGA) between the City of Oregon City and Clackamas County for Thayer Road, Falcon Drive, Connie Court and Thayer Court.
 
BACKGROUND:
This is an agreement whereby Clackamas County authorizes and the City agrees to undertake permitting authority and eventually maintenance responsibilities for about 0.88 miles of Clackamas County roads.  The agreement covers portions of Thayer Road, Falcon Drive, Connie Court and Thayer Court, all of which are within the city limits.  
 
Currently, developers are required to obtain permits from both the City and the County because of overlapping jurisdictional boundaries.  The transfer of jurisdiction would allow for a more economical and efficient process for developers.  Additionally, it would be in the best interest of the traveling public to have a single jurisdiction issue all future development permits within the boundaries.  Upon execution of the IGA, the County and the City agree that all development permits required on the aforementioned roads within the city limits shall be processed by the City.  In return, the County agrees to complete maintenance responsibilities per Exhibit "A" no later than August 31, 2013, and the City agrees to request transfer of road authority for these sections of road upon completion of the maintenance items no later than August 31, 2013.
