RECOMMENDED ACTION (Motion):
Staff recommends approval of first and second readings and final adoption of Ordinance No. 13-1001, extending the franchise granted to Portland General Electric (PGE).
BACKGROUND:
The current franchise agreement with PGE expires December 31, 2012. The City has been diligently working with PGE to develop a new franchise agreement for the next 20 years. The negotiations are nearly complete, but will go beyond the expiration of the current franchise agreement. A 3-month extension is being requested of the City Commission. An emergency is being declared so that this ordinance may take effect concurrent with the expiration of Ordinance No. 93-1001 so as to maintain seamless and consistent regulation of PGE operations within City rights of way.
